Description:

Develops and monitors procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management/internal control reviews. Recommends procedures and controls, both internal and external, to improve organizational efficiency and prevent waste, and promote process improvement. Develops and administers agency General Administration budget.

Develops both long and short range strategic plans for the organization by coordinating the agency organizational goals with the operational goals of the AOC jurisdictions and staff offices.

Manages and/or directs quality and performance improvement programs. Performs work related to monitoring the quality and efficiency of agency programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes. Develops, tracks and reports performance metrics related to the accomplishment of agency strategic plans and goals.

Analyzes management techniques, processes, and styles for improving organizational effectiveness. Conducts staff analytical work and tasks for organizational management. Recommends approaches and areas of work to be developed and modified.

Conducts business process analyses and studies. Incorporates findings affecting program operations, such as financial, administrative, and/or quality control processes, into reports, requirements documents, and project or program plans. Reviews technical analyses for completeness, feasibility, and applicability.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activitiesrelative to the staff supervised.

Qualifications:Ability to communicate in writing. Ability to communicate effectively other than in writing. Ability to supervise. Ability to analyze organizational and operational problems and develop solutions. Ability to establish medical administration program objectives or performance goals and to assess progress toward their achievement. Knowledge of the federal budget process and financial management practices and procedures. Ability to plan, establish, and direct a quality improvement program. MINIMUM FEDERAL QUALIFICATION REQUIREMENTS: Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are initiating high priority special projects, investigations, and initiatives; managing multiple special projects for major office or program issues of broad impact; or performing work that involved complex analyses, initiation of program reviews, or development of cross agency activities.
