Erasmus Mundus is a scholarship and exchange program designed for Master degree / PhD degree seeking students.  If you browse the above link, you will see there as well that there are a number of degrees related to social-justice based themes.  It's similar to the Fulbright in that you receive tuition and a generous stipend, but it's run through the EU and you study in at least 2-3 different countries.
