Cynthia (Oppliger) Baker is the director of the Program on Law and State Government at the
Indiana University School of Law in Indianapolis. She earned her B.A. degree, with distinction,
from Valparaiso University and her J.D., magna cum laude, from Valparaiso University School
of Law. Baker previously served as section chief of the Program Counsel section of the Indiana
Department of Environmental Management’s Office of Legal Counsel. She also held a judicial
clerkship to the Hon. Robert D. Rucker of the Indiana Court of Appeals. Baker has published
in environmental law, civil rights law, and entertainment law. She established the state’s first
interdisciplinary public policy mediation course for judges, community leaders, lawyers, and law
students. In 2009 Indiana Gov. Mitch Daniels appointed Baker to the Indiana Commission on
Higher Education.
