Building Repair and Maintenance

Facilities Management is divided into four major areas:

 


Services not provided by Facilities Management

Although Facilities Management does not provide these services, guidance or direction to other vendors can be given.

Contracted Services

Many university building systems are too large and complicated for current Facilities Management staff levels to maintain or are outside our area of expertise. Facilities Management establishes maintenance contracts for these services and arranges for the vendor/contractor to do the required repair/maintenance.

Facilities Management will make reasonable efforts to accommodate those individuals affected by service problems. However, it is important to recognize that there are situations that cannot be resolved quickly and that there will be disruptions in service from time to time.

Contracted services often include utilities infrastructure systems, temperature control, heating and cooling systems, pest control, elevator maintenance, fire alarm systems, etc.

All contractors must provide a Certificate of Insurance to perform work on campus. This Certificate of Insurance must name the Lutheran University Association, Inc. as an additional insured.

Access to any campus area by a contractor:

  1. All contractors must sign out the appropriate keys from Facilities Management.
  2. All keys must be returned by the time the office closes unless authorization is received by Facilities Management to drop the keys in the night drop box or leave them at VUPD.
  3. In specific and unusual circumstances cores may be changed to a construction core for the duration of the project.
  4. Cntractor identification: contractors will receive a parking permit (to allow them to park in legally marked spaces) and a contractor badge (for identification among the campus community).

Energy Management System (EMS)

Valparaiso University has several buildings on a central energy management system. The EMS includes natural gas, electricity, and water/sewer. Buildings that are not part of the central energy management system are also part of this program.

The objectives of this system are:

  1. To obtain the maximum advantage of balance between saving energy and program disruption.
  2. To run operations electronically.

Construction, Renovation, and Planning

The Executive Director of Facilities Management oversees the operations of Construction, Renovation, and Planning.

All projects or reallocations of space are reviewed by the Campus Master Planning and Space Allocation Committee prior to any action. This committee determines the need to establish a taskforce for the project.

All architects and construction managers must provide a Certificate of Insurance to perform work on campus. This Certificate of Insurance must name the Lutheran University Association, Inc. as an additional insured.

Rental Properties

Valparaiso University owns several properties that are rented as residential space. The Office of the Vice President for Administration and Finance manages the leases for these spaces.

The maintenance of these facilities is provided by Facilities Management as specified in the individual lease agreement. Maintenance needs during the work week (Monday-Friday, 7:00 a.m. to 4:00 p.m.) are reported by calling the campus work order desk for rental properties at 464-6864. Requests for service outside these hours should be reserved for emergencies but can be made by calling the campus police at 464-5430.

Maintenance in rental properties is provided as follows:

  1. Every approved work order is to be responded to within 8 work hours.
  2. Determine if the tenant wishes to be present (or not) during the repair.
  3. Determine if the tenant has a pet that needs to be confined.

There are some services requested from time to time that Facilities Management cannot provide:

Facilities Management will arrange for these service requirements mentioned above.

Checkout procedure: approximately one month before a lease expires, tenants receive a letter with checkout instructions. Those instructions include scheduling a checkout with Facilities Management.

These checkouts serve several functions:

  1. Determine if the rental location has been reasonably maintained.
  2. The location must be clean: floors mopped/vacuumed; sinks, tub, toilet cleaned; holes in wall spackled; lawn mowed if applicable, bushes trimmed if applicable; any pet stains/odors removed. The Facilities Management person doing the inspection will take the keys at the time of checkout (as well as garage door opener if applicable).
  3. A successful inspection will result in a full refund.
  4. The tenant is to notify NIPSCO and the water department of their move.
