Memorandum of Understanding Collaborative Engineering Program Between Valparaiso University and Harper College

Valparaiso University and Harper College agree to participate in a collaborative program for undergraduates (the “program”). Harper College will make the program and its requirements known to eligible students, who may apply to Valparaiso University for completion of the program. Each student who successfully completes all program academic requirements and maintains good standing in the College of Engineering at Valparaiso University will receive the Bachelor of Science degree (B.S.) from Valparaiso University in Civil, Computer, Electrical, or Mechanical Engineering.

In order to be eligible for the program, a student will attend Harper College and complete the prescribed academic program associated with their intended major (see Appendix A). Students who successfully complete the first two years of one of the plans of study in Appendix A will also meet the requirements for Harper College’s Associate in Engineering Science (A.E.S.). The student will apply during their second year at Harper College for admission to Valparaiso University for the following fall semester as a first-semester junior. The application materials
must include transcripts covering all coursework accomplished at Harper College and all transfer/advanced placement coursework credited to the degree conferred by Harper College. If the student completes the first two years of the prescribed plan of study for their intended major (see Appendix A) and earns a minimum cumulative GPA of 3.0 on a 4.0 scale in these courses, they will be guaranteed acceptance to Valparaiso in that major. Transfer Admission for international students is need-aware and is not guaranteed if an international student is not able to demonstrate the ability to fully fund his/her education at Valparaiso University. Therefore, international students must submit a Certification of Finances along with supporting documentation at the time of application.

Additionally, under the terms of this agreement:

  • The student applying for transfer admission must have satisfied Harper College’s academic program requirements for the Associate in Engineering Science course study, and must also have maintained a cumulative GPA of at least 3.0 on a 4.0 scale.
  • Harper College agrees to identify a program coordinator who will coordinate advising for engineering students and act as a liaison with the Assistant Dean for Student Success in the College of Engineering at Valparaiso University.
  • Both Harper College and Valparaiso University will advertise these programs through their print and on-line materials.
  • Changes to the details of this MOU may be made by mutual agreement between Valparaiso University and Harper College, and these changes must be reflected in a statement of revision signed by both parties. Changes will not affect students who have completed at least one year in the program and will be announced at least one year in advance in order to permit either program to cancel the MOU if they believe it is necessary to protect their institution or the students involved.
  • Upon transfer to Valparaiso University, students in the program receive the same consideration for scholarships and other types of financial aid as other transfer students to the University. Every effort will be made to ensure that these students receive a financial aid package at Valparaiso University that is comparable with that provided by Harper College. It is understood that the total cost of attending Valparaiso University exceeds the total cost of attending Harper College, and that a typical student’s net cost
will likely increase once they transfer.

This MOU will be reviewed by both institutions every six years. However, either Valparaiso University or Harper College may cancel this MOU upon written notice by the Provost of Valparaiso University or the Provost of Harper College. It is agreed that any such cancellation will not affect the eligibility for program completion of any student who will have completed at least one year in the program at Harper College by the date of the notice of cancellation.
